The BETTY HARDWICK CENTER is the Texas Health and Human Services Commission’s designated mental health and intellectual and developmental disability Authority established to plan, coordinate, develop policy, develop and allocate resources, supervise, and ensure the provision of community based mental health and intellectual and developmental disability services for the residents of Taylor, Jones, Callahan, Shackelford and Stephens Counties, Texas.
BETTY HARDWICK CENTER (“Center”) is seeking proposals for the provision of Pharmacy services for provision of medication and benefits management services for identified individuals with mental illness who seek services at the Center. The services requested shall be performed primarily at the Center’s facility located at 2616 S. Clack Street, Abilene, Texas 79606.
The initial contract period shall commence approximately June 1, 2025, and continue through May 31, 2028, with an option to renew for an additional one-year periods based on satisfactory performance.

Request for Proposal (YES Waiver Provider Services 2024)
Betty Hardwick Center (BHC) is the Health and Human Services designated Mental Health Authority established to plan, coordinate, develop policy, develop and allocate resources, supervise, and ensure the provision of community based mental health and developmental disability services for the residents of Taylor, Jones, Callahan, Shackelford and Stephens Counties, Texas.
BHC is seeking proposals for the provision of the following list of services funded through the Youth Empowerment Services Waiver (YES Waiver), for youth ages three (3) to eighteen (18) who would be reasonably expected to qualify for inpatient psychiatric care:
- Respite- In Home, Camp, Licensed/Registered Child Care Home, DFPS Residential Child Care, Licensed Child Care Center,
- Community Living Supports
- Non-Medical Transportation
- Supportive Employment
- Employment Assistance
- Paraprofessional Services
- Specialized Therapies – Animal Assisted Therapy, Music Therapy, Nutritional Counseling
The time and place of the delivery of each service will be determined during the arrangement of each service appointment.
The contract shall be for an initial term of one year with the option to renew annually.
The open enrollment period shall close on February 29, 2024 at 5:00(CST) or upon receipt of enough applications to meet the service capacity described in the RFA whichever comes first.
